
Greece has become the first European Union member state to operate a national missile defense system, marking a shift in regional security architecture. When Greek and Israeli defense officials signed the Achilles Shield agreement on Monday at Israel’s Defense Ministry in Tel Aviv, the deal crossed a threshold that years of bilateral arms purchases had not: for the first time in history, Israel sold an integrated national air defense architecture—a complete, AI-routed, multi-tier system designed to operate as a unified doctrine—rather than a single platform. Greece will be the first European Union nation to hold such a shield comparable in concept to Israel’s own layered network, and it will be powered by systems whose combat credentials were written in real ballistic missiles and real Iranian drones.
The deal carries a precise budget of €3.035 billion, approximately $3.52 billion at current exchange rates, with an additional €26 million for Drone Dome counter-UAV systems. The package covers four distinct Israeli platforms—David’s Sling, SPYDER, Barak MX, and ELTA Systems’ MMR Multi-Mission Radars—integrated under a new national command-and-control system developed by Rafael. It is the first time Israel has supplied another country with a complete defense architecture covering ballistic missiles, aircraft, cruise missiles, and drones under a single operational picture. What makes this architecturally significant is not the platform count but the AI-based software layer binding them: the system detects incoming threats, classifies them, and routes each to the optimal interceptor tier in real time, without requiring separate command decisions for each platform.

David’s Sling provides the long-range layer, engaging ballistic missiles, cruise missiles, advanced aircraft, and UAVs at ranges of 40 to 300 kilometers. Its Stunner interceptor is a two-stage solid-fueled missile that reaches Mach 4 to Mach 5.5, using dual charge-coupled device and infrared seekers to distinguish incoming warheads from decoys. The intercept mechanism is kinetic hit-to-kill, meaning the Stunner physically collides with the incoming threat rather than detonating a proximity blast charge. The system became operational in Israeli service on April 2, 2017, and shot down a ballistic missile for the first time in June 2025 during an operation against Iran’s nuclear and ballistic missile infrastructure. The subsequent Iranian retaliatory strikes involving more than 550 ballistic missiles and 1,000 drones provided the most extensive real-world performance dataset any air defense developer has ever generated.
SPYDER—Surface-to-Air Python and Derby—provides rapid-reaction coverage at shorter ranges using Python-5 and Derby missiles adapted from their original air-to-air applications to truck-mounted batteries. The system is designed for quick deployment across dispersed locations, which makes it well-suited for Greece’s Aegean geography: SPYDER batteries can be positioned across island positions and repositioned as the tactical picture changes.

Thirteen days before the Achilles Shield contract was signed, Israeli jets struck the Abu al-Duhur military airbase in northwestern Syria to prevent Turkish forces from deploying there. The parallel buildups could not be more explicit: Israel and Turkey are competing for air defense dominance across the same regional theater at the same time. Turkey’s Steel Dome program has accumulated $6.5 billion in signed contracts, and Turkish President Recep Tayyip Erdogan declared that if Israel has an Iron Dome, Turkey will have a Steel Dome. Turkish F-16 fighters and air defense systems have also been deployed to northern Cyprus, directly covering the same Eastern Mediterranean airspace that Greece and Cyprus are now shielding with Israeli systems from the south.
Greece spends approximately 3.5 percent of GDP on defense, one of the highest ratios among NATO’s 32 members, driven by what Greek Defense Minister Nikos Dendias has described as the obsolescence of prior defense doctrines in the face of ballistic missiles, drones, satellite communications, and hybrid warfare. The Achilles Shield contract is structured as a government-to-government agreement, which means Athens has direct access to Israeli industrial capacity without commercial intermediaries. Approximately €700 million of the total contract value is earmarked for Greek industrial participation, with 19 Greek companies confirmed as participants in subcontracting work from Rafael and IAI.

Greece’s Achilles Shield is the capstone of a pattern where multiple Eastern Mediterranean nations are adopting Israeli air defense doctrine. Finland signed a €317 million David’s Sling deal in April 2023, Slovakia signed a $583 million Barak MX deal in 2024, and Romania signed a €2 billion SPYDER deal with Rafael in June 2026. Estonia is currently evaluating David’s Sling for its own procurement. This cluster of countries—Cyprus, Greece, Finland, Romania, Slovakia, and potentially Estonia—represents the first coherent group of states that will share Israeli-manufactured air defense platforms with compatible C2 doctrine across a common operational area. While Israel is not a NATO member, its systems are now operating or being fielded by NATO or NATO-adjacent states, effectively anchoring the southeastern and northern flanks of NATO’s air defense architecture around Israeli doctrine.
